Flood Mitigation Assistance (FMA) Grant Program

The FMA Grant is a mitigation grant intended to reduce or eliminate claims under the National Flood Insurance Program, with a focus on mitigating repetitive loss properties and severe repetitive loss properties. The FMA Grant Program was created as part of the National Flood Insurance Reform Act. Funding is provided annually through the National Flood Insurance Program (NFIP).

Open/closure date
The FMA Grant application period is currently open.

Eligible applicants (governmental jurisdictions) are encouraged to collaborate with community members, consult their local mitigation plan for locally-prioritized flood mitigation projects, and submit a completed Notice of Interest Form ASAP and no later than October 31, describing their proposed flood mitigation project. The Notice of Interest is the initial step in a multi-step application process. FMA-Eligible flood mitigation projects will be granted access to eGrants, a FEMA web-based grant application system. Completed applications must be submitted via eGrants by the end of the day December 31, 2018.

This grant provides up to 75% federal funding. At least 25% non-federal match is required. Matching funds may be cash OR soft/in-kind OR a combination of cash and soft/in-kind.

Who is eligible?
Eligible applicants include local governmental jurisdictions (cities, towns, counties, special districts with taxation authority) and state agencies. Eligible applicants must have participated in local mitigation planning efforts and have a current FEMA-approved mitigation plan.

$160 million is available nationwide in FMA federal grant funding for mitigation projects. $10 million is the maximum federal funding available per community flood mitigation project. $100 thousand is the maximum federal funding available for community flood mitigation advance assistance.

Eligible mitigation projects include, but are not limited to:

1) Advance Assistance Projects which develop flood mitigation strategies and obtain data to prioritize, select and develop community flood mitigation projects for future funding and

2) Community Flood Mitigation Projects which integrate cost effective natural floodplain restoration solutions and improvements to NFIP-insured properties which benefits communities with high participation and favorable standing in the NFIP.
